To pursue engineering, it is important that you choose the right college after entrance examination as there is huge competition and jobs are available but with preference to top colleges.
On the other hand, Hotel Management has opportunities all across, Travel and Hospitality industry is at a boom and offers jobs not only in India but abroad as well.
I would summarize by saying that you should go with your interest.

Hi Satish, please clarify if you scored 64% or 61%. I request one more clarification as to whether you plan to re-attempt class 12th exams?
As for admissions in IIT a minimum of 60% is required plus you must clear JEE which I believe can be met by you. Instead of NIOS you can look for other options such as B.Sc in a desired field or BE from other engineering colleges.

If your grades improve considerably disadvantages will be less. You can supplement your efforts by citing reasons of your failure in the earlier attempt. Also for government jobs you must clear the competitive exams so focus on clearing them however you must maintain the minimum 12th grades to eligible.
