The cut-off for language courses except for English is generally low in Delhi University. I would recommend you to keep your hopes up as you may get admission in DU for German.

Go to the course's brochure provided by the college. Over there they would have specified the format of certificate or the other acceptable methods or if they will conduct a test and make their own certificate.

You should approach the office and side by side keep an affidavit ready that you have a pending application and you will deposit it ASAP + mention your income in that affidavit.

Yes, it is valid. The NIOS Certificate is just valid like other educational boards like CBSE, ICSE and others. You can surely apply for the Airline Institution after your NIOS studies.
