Normally colleges don't allow students to join a course if you have standing backpapers. But how can you get the pass Certificate if you haven't cleared the exam?

Please write about the College/ University for better response. However the basic eligibility criteria of B.Sc. (Hons. ). Physics is An aggregate of 60% or more marks in Physics, Chemistry and Mathematics in 12th. So you can not do the B.Sc. Hons. Physics course.

The OBC Certificate is needed if you are claiming for the benefits of the category or already applied under the OBC category. Otherwise simply you can apply through the general category, by this you will not need to produce any caste Certificate. So you can get admission in NITs and GFTIs if applied through the general category.
