That won't be an issue. IIT is a central government institution and they give admission to students from across India. Your caste status would be applicable across India.

You need to have a regular Bachelor's degree from a recognised college or university in order to seek admission in Canada. After completing 3 years Bachelor's degree, you can seek admission in Canadian colleges.

Nothing extravagant. There might be small scale events conducted by regular students, but since it's primarily an Open University promoting distance programs, nothing major may occur there.

I am not sure which university you were part of, but 5 years to get an original certificate is too much. If the university is not providing you after multiple requests, you can initiate legal action against them. If you have lost the certificate, you might have to register an FIR, and also put an ad in a local newspaper before requesting for the re issue of the certificate. But any way contact your University to understand the procedure.
