The scope of CCNA R&S Course in India is dependent upon the track of CCNA Cert you choose. The scope of CCNA certification is quite more than that of CCNA R&S as the security of data is the most important concern for every organization. However, there is not much scope for other CCNA tracks such as Wireless, Cloud etc. in India. However, even if you want to prepare for any Cisco certification like CCNA Security or CCNP or CCNP Security, you will anyhow have to prepare for CCNA first. So CCNA is pre-requisite for all other Cisco courses.
Well coming up to developers, it depends, what kind of Project is the Developer working on, or what he/she aspires for the Future. Having an additional qualification never hurts, only helps at times.
AFAIK, Software Engineers are recruited in major IT MNCs based on their Analytical Ability, Problem-Solving Tactics, knowledge of various Programming Tools & Technologies, Platforms, Debugging etc. skills. I'm not sure where CCNA would fit in.
Besides, CCNA is more into basic Networking the way Cisco delivers it via their own devices. As a Software Engineer if you are trying to get a hang of core Networking, I'd say stick to Andrew Tannenbaum, or Douglas Comer, W. Richard Stevens, etc. kind of great folks.

System Administrator, Network Administrator, System Engineer, Technical Engineer/Computer Hardware Engineer, Network Engineer, Technical support, Help desk technician/Network support technician, IT technician, IT administrator, Field service technician, Security Database development and administration and Intranet Specialist are the job roles after completion of hardware and networking course. These certifications have a wide scope in the areas of private and government organizations too. They are required in IT and web hosting companies. Software companies, hardware manufacturing companies, call centers, system design companies, telecom companies, hardware repair shops. One can also open his/her own hardware repair shops after gaining knowledge and experience.

According to the Information Bulletin for NEET 2017, there is no as such reservation for NCC cadets in the various government as well as private medical colleges in India.
According to the NEET 2018 eligibility criteria, the reservation will be provided according to the state quota, category quota and PWD quota.
But, I am not sure about the Armed Forces Medical College (AFMC) Pune. Since it is a medical college which comes under Ministry of Defence, so it might be possible that NCC quota may apply in this college.
The application procedure in this college is different from all other colleges. You have to apply separately in this college according to your marks.
There is no such information about NCC quota on the official website, so you have to call them to get all the information you want.
