No, you cannot migrate from Chandigarh University to Panjab University, Delhi University, Banaras Hindu University, any other National Law University as these universities do not allow lateral entry into their LLB, BA programs.
There are few rules that need to be follow when migratimg from one college to another in Punjab University.

Chandigarh University offers a wide range of merit and need-based scholarships to students of undergraduate and postgraduate levels. For the same, CU has allocated INR 170 crore for the academic year 2023-24. Additionally, there are a number of scholarships available for reserved category students, wards of defence personnel and early bird admission scholarships along with teaching assistantship in the form of stipend offered at CU. The Chandigarh University course admission to all courses (UG, PG, integrated, Diploma and other) is done through CUCET. The university also conducts a counselling process for admission to BPharma, MPharma, BA LLB, LLM and BSc Nursing. Additionally, it accepts a few national-level entrance exams, such as JEE Main, NATA, CAT, MAT, XAT, etc., to provide scholarships to its UG and PG aspirants. However, whether these exams are also considered for admission or not must be confirmed from CU admission office as there is no clarity on the same on the official website.

The admission process for Chandigarh University starts with the registrations of CUCET, which is an in-house entrance exam of Chandigarh University. The registration process for Phase 1 lasted till May 30, 2024. After the completion of the first phase exams, the application window opened for the second phase. The last exam of CUCET Phase 1 was conducted on May 31, 2024.
