Please elaborate your question for better assistance, your nephew wants to change college in the second year? College change or university change after first year is completely dependent on college and university norms, some university allow it and some won't, plus you need to have good scores in first year to apply for the same. As I am a civil engineer when you'll be in final year, you will go through placements and in that phase if you have a sound knowledge about programming, it will definitely give you an edge among your peers, as well as soft skills for group discussions during placement rounds.

All the colleges mentioned above by Mallikarjunaswami are good colleges for civil engineering but NIT-Suratkal and Manipal doesn't give lateral entry through DCET.
