For IAS preparation it would be good if you puruse your BA Public administration. Public Administration is one of the most popular optional subjects for the mains and account for the 50% shares in the final mains result. Infact One of my friends have told me about UPES university of Dehradun which has come up with a special program for students who wants to study BA in Public administration for IAS preparation. This signals that most of IAS aspirants prefer this subject in their BA. Off course you can. Preparation has no time limit or age limit. Specially subjects such as general knowledge have to be dealt with since early years. You can see the course, test pattern and be mentally prepared to work as pee tests every year

Definitely you can appear for UPSC CSE (The screening test for IAS) while perusing MBBS. As per the eligibility criteria, you can appear the exam during your internship. Many doctors are now successful administrators.
