Yes, a Commerce student being a Graduate, is eligible for IAS or IPS entrance exam. IAS/IPS - Indian Administrative Service/Indian Police Service and to become an IAS/IPS officer one has to crack Civil Service Exam conducted by UPSC every year.

Yes, you can, unless you appeared for the MCI screening. Eligibility criteria is to have a degree recognised by the Indian Government, and you need to be a citizen of India. If you qualify it, you will be eligible. Good Luck.

Yes, you are eligible to appear for the UPSC exam. Tattoos are allowed, but it would be inappropriate. As long as the tattoos are not vulgar, or they are of religious significance, they would be not be disallowed per se, but they might be looked down upon.

There is no need to take any specific group in intermediate to become an IAS officer. You can pursue any stream of your interest in your Intermediate. Candidates who have passed Bachelor's degree course in any discipline from a recognised university are eligible to apply for IAS examination.

UPSC doesn't specify any particular degree to apply for civil services. So choose a degree based on your interest. You can also pursue a degree which matches with the optional subject.
