Yes, you can appear for CLAT next year. There is no age bar for this exam. This year's registrations got over on April 20, 2019.

CLAT is the entrance examination conducted by consortium of NLUs for UG and PG courses. All 21 NLU except NLU Delhi take admission by way of CLAT scores in both PG and UG courses. NLU Delhi conducts it's separate examination called All India Law Entrance Test or AILET for UG, PG and Ph.D. programs. Further many other private university consider CLAT score for admission in Law courses.

Yes, you can take admission in 3 years LL.B. Course without having to appear for entrance exam. There are colleges who offer admission on the merit basis. LL.B. Is a 3 years long course which has started to be replaced by B.A. LL.B. Course which is 5 years long. Most colleges these days are preferring to offer B.A. LL.B. Course to the candidates which can be taken after completing 12th standard. It is mandatory to appear for entrance exam for B.A. LL.B. Course. The name of entrance exam is CLAT.
