Hi,
Yes, you can give CAT 2019. Although, chances of cracking it are less, you will get an idea of the outlay of the exam, and it will help you if you want to give CAT 2020.

UPES Dehradun, no doubt about it, Bennet's first batch is not even out yet, Bennet univerisity's law is recent and it is a private university and it shows no placement records on its website. So pursue a BA LLB at UPES Dehradun.
