My percentile is 95.46 and the serial number is 930. I have 95% in class XII. Can I expect admission in BMS in 2nd, 3rd or 4th cutoff?

It is impossible to get admission in 2nd cutoff but yes maybe you will get admission in 3rd and 4th cutoff if seats are available.

Hello,
Yes, you can opt MA Economics from IGNOU, if you have done B.Tech in IT. All you need to score is more then 50-55% in your UG course, then you can apply for any PG course.

Going by last year statistics definitely yes but it will be difficult for you to get a highly rated college as those will be taken by students with over 90% you know like any other course. All the best.
