Now the issue of "conduct their own paper", I feel you mean to ask as to who will conduct exam or who will set the question paper. Right? It is invariably the university which sets the question paper and all colleges affiliated to it conduct the exam on behalf of University and send answers given by students to be university for further evaluation. As can be seen, the question paper will definitely change from university to University but it will be same for all the colleges under one university.
