as far as I know you can not get admission in LLB that too from govt. colg ni Delhi on the basis of 12th marks. there are few university in Delhi which offers LLB crse but you have to take exam for that.!

the first cut off of b sc in Delhi university is 87 to 96. 75 for general category , for obc is 75 and 96 , for sc it is 70 - 90.25 , st it is 68 to 93.5

So, marks do matter, infact they might sometimes be one of the criteria for shortlisting too. Post that, it's all up to your performance in the process.
