Akademische Prüfstelle or APS (Academic Evaluation Centre) is a joint institution of the German Academic Exchange Service (DAAD) and the German Embassy's cultural department. IELTS is a preferred test while some universities also accept TOEFL scores. On the off-chance, that you are applying for a course taught in German Language, then you need not write the IELTS. Instead, you would have to write a German Language Test. Both Test DAF and DSH are widely accepted German Language Tests.

German universities usually want you have IELTS overall 6.0 or 6.5 out of 9.0 for master courses. Some universities need 6.0 in all four parts of IELTS, you should check carefully.
