JSS Academy of Technical Education is usually considered to be a better choice for B.Tech when compared to Ajay Kumar Garg Engineering College, but it is difficult to definitively state whether JSSATE is as good as or better than AKGEC for B.Tech programs. Both appear to be reputable engineering colleges.
