Yes, students can get admission in IIT Mandi with a rank of 10000 in JEE Advanced. But at this rank, admission to the top specialisations, such as CSE would not be possible. Yes, students can get admission in IIT Mandi without JEE exam. But this is not applicable for the flagship BTech programme.
