No the IPMAT cutoff for IIM INdore and IIM Rohtak are not the same. Both the IIMs conduct different IPMAT exams. IIM Indore conducts IPMAT Indore and the exam conducted by IIM Rohtak is called the IPMAT Rohtak exam. Thus, both the institues have different cutoff and selection processes. Various factors such as number of applicants, difficulty level, number of seats available for the programme and overall performance of the candidates affect different cutoffs. 

No, the admission fee for all the IIMs is different. Once the candidates clear the IPMAT exam, they will be allotted the colleges based on their rank and scores obtained in the IPMAT exam. The fee of IIM Indore is INR 35 Lacs and that for IIM Rohtak is INR 17.66 lakh.

For last year, the closing rank for B.Tech. in Mechanical Engineering was 7509 which is very close to this range. This was for general category under All India quota. Unless the candidate belongs to some other category or domicile, one cannot afford to score less than this.
