Civil is a good branch, you have so many interesting subjects to learn, many people choose to avoid giving civil a preference 'cause they think Civil me placement nahi hota' 'Construction site par kaam karna padega .But civil has so many sub branches (Structural, Environmental, Transportation, Water Resources, Construction technology, etc) which gives a good opportunity for further studies.
I agree that the placement scenario of civil is poor if you compare it to Mech, CSE, ECE, EEE , but if you are good with your subjects it shouldn't be a problem.

No one can accurately predict the opening and closing ranks for a particular college. It depends on your branch and category. You can have a look at last year's opening and closing ranks. That should give you a fair idea.

Well no worries, In fact MAHARASHTRA has best government and private engineering colleges in india
U need to give MH-CET exam and with that depending on your rank you can choose following colleges
With respect to CS branch I am giving list of top colleges :
1. PICT PUNE
If u are getting CS branch in it then just go for it
A SEMI GOV. COLLEGE and probably top most in Pune currently.
2. COEP PUNE
The howgwarts of Pune. The oldest and still one of the best in Pune
U need to score really good in MH-CET to grab CS seat in this college. If you really want IIT type college but you failed to get into II
