One of the best colleges in India you can get into for hotel management are the IHMs, which are under the Ministry of Tourism, Govt. of India. There are private colleges too, but in terms of placement and brand name, obviously the government colleges are better. In order, there's IHM New Delhi, IHM Mumbai, IHM Kolkata, IHM Bangalore, IHM Chennai, DIHM, etc.
Amity is a good choice in case you opt for private universities, however as mentioned below it is truly quite expensive.

Yes, you can apply in every programme of Amity University Noida except Engineering or B.Tech programme in Amity School of Engineering and Technology with your NIOS board.
If you want to apply for B.Tech programme with your NIOS board, you should have JEE Mains score. You can apply in Amity School of Engineering which is affiliated to AIEEE.

You should have completed class 12th from PCM with minimum 50% marks. There will be an English test and interview for the admission. You can apply for the application form from the month of February.

My vote will go for Amity University in terms of overall ranking, course module, placement assistance, moot court competition, experienced faculties and alumni record.

That depends on which course you want to apply because in some programmes, percentage is relaxed by 5 % as per the eligibility.
The eligibility for non-sponsored candidates is minimum 60% (in 10th and 12th) for B.Tech aerospace while for sponsored candidates it is 55%.

As per last year's eligibility you have should have minimum 30 marks in JEE Mains and 12th (minimum 60%) with PCM and English for B.Tech in CSE and for other streams you should have minimum 50% in 12th with PCM and English.
For this year's cut off score you can contact the helpline in the month of May.
