In my point of view, you should continue with civil service. It is little bit hard but it has bright future and if you have more interest in MBA, then you can do it, but do it from a good university or college.

As per data available on https://www.shiksha.com/mba/ranking/top-mba-colleges-india/2-2-0-0-0 NMIMS and SIBM average salary is Rs 16.5 lakhs and Rs 9 lakhs respectively.

It is a good college with decent placements.

There is no concept of offering minimum packages in the above institutes. It depends on your academic excellency such as:
1. Graduation.
2. Valuable work experience, if any.
3. Excellent communication skills.
4. Your academic and extra-curriculum performances while pursuing PGDM/MBA/MMS.
Anyone, who follow above conditions can get good package in India and abroad.
