No, you are not able to get admission on basis of CBSE board marks. You have give JEE Mains for IIIT and JEE Advanced for IIT.

There is no restriction in any NITs regarding the number of attempts for B.Tech admissions. Admission to Undergraduate Engineering Programs for the candidates from India at NITs, IIITs, Other centrally funded Technical Institutions shall be based on the ranks in the Joint Entrance Examination, JEE (Main).
