Maharaja Sayajirao University of Baroda has some of the good faculty members. It has a design culture in the campus and also a good infrastructure needed for design course.

It all depends upon the administration and management of the college to take decision on the fees criteria.

My suggestion is that you should visit the University and get knowledge on infrastructure for Journalism and Mass Communication. Their Career and Development Cell (CDC) takes care of placements. They will clear you better the process of placements.
