No, you will not get CSE with this rank. You will not get any top branches like mech, ECE, civil, chemcial, etc. You will only get construction and power engineering. For more details, click on this link :-

The placements of the university are really good. Rest, no university gives 100% placement guarantee, but they give their best to place all the students.

Leaving behind your OBC B rank, if I only consider your GMR, then also you will get into any stream in JGEC. Keep CSE in first of priority list, even if you don't get CSE in centralized, you'll get it in decentralized counselling.
