Yes, almost all the colleges give some sort of relaxation in terms of marks to students belonging to any of the reserved categories. In general, the relaxation is of 5% marks. So, if you belong to any of the reserved categories and the minimum Communications Engineering eligibility criteria is 60% marks for general category students, you need to get 55% marks. The same rule applied to the entrance exam cutoff marks as well.

According to AUEET admission norms your rank of 1359 will qualify you for various branches when selecting from multiple participating colleges and their available seats and category status. Students from the general category entering Computer Science programs in many educational institutions need to secure a position between the top 1000 and 1200 ranks. The cutoff values for Electronics and Communication branch are from 1100 to 1500 points and Mechanical branch selections typically fall between 1300 and 1700 points. This depends on your interest and learning potential and everybody will have different viewpoints regarding the same. The syllabus that is tough for you can be easy to grasp for your friend, who has a lot of interest and passion for communication technology, computers and networking applications in general. For example, you may find the subjects Signal Processing Theory and Fibre Optics very tough because of the technical aptitude and analytical perspective that it deals with. But, for some other person, it might be easy to study, as it gives you an opportunity to brainstorm and learn something new and exciting.

If you are an IIT graduate with a BTech degree in Communications Engineering, Electrical Engineering, or Electronics and Communication Engineering and have an overall CGPA of 8 and above or more than 75% marks, you can get direct admission for M.Tech Communications Engineering.
Not all IITs offer this exemption so you need to check at their official website to confirm the same. IIT Delhi does offer this option to IIT graduates. Having said that, rest of the candidates must have a valid GATE score for admission to M.Tech Communications Engineering at the top IITs in India.

You can go through the list of some important documents that you must keep handy during the admission process for Communication Engineering courses:
· Graduation Mark sheet (In the case of PG courses)
· Class 12th mark sheet with at least 50 to 60% marks in Physics, Chemistry, and Mathematics subjects.
