You can do M.Tech in Communication Engineering in IITs and NITs but for this first you are required to clear GATE examination and should be in the merit list or you can do your Masters in Some private universities by clearing their entrance tests like VITMEE for VIT college and so on. Or you can do in some private colleges by clearing respective state CETs like Andhra Pradesh PGECET for Andhra Pradesh or TGPGECET for Telangana. As per my knowledge Sastra University Thanjavur in Tamil Nadu is best for any Masters degree. There are two points. First, institute other course. In terms of institution IIT is best. Next, course depends on your interest. You have to first decide what stream you want to do, then decide the institution. All the best.
