As you have taken BiPC in your 12th standard you are not eligible to take CSE. Maths is a mandatory subject to study engineering. But you have an alternative i.e. Diploma (computer science) and B.Sc computers. You could choose any of these.

Admission is through Tamil Nadu Engineering Admissions (TNEA) counseling based on the marks obtained in 10+2. Interested candidates can apply online or offline with the required information. You will not be able to get either CSE or Mechanical as both of these branches close fast. If you do have a home state quota, you might get admission into these branches in later rounds. I would recommend you look into IIIT Una as it has the same faculty and campus as NIT Hamirpur and is also a government institute. You can get admission into CSE or ECE engineering in IIIT Una with your rank.

It is tough to get in NITs or IIITs or GFITs. You can try in private colleges.
