If you are talking about government colleges then go for IITs and NITs and if you are talking about private university which I think so then there are many good private university and colleges for B.Tech Computer Science like BITs (Pilani, Goa, Hyderabad), VIT Vellore, SRM university, LPU Jalandhar, chitkaara university, etc.

You can take admission by two means, through UPCET counseling based on JEE score. Direct admission (15% seat), You get direct admission easily if you score more than 94% in PCM in class 12th. The minimum percentile required for CS and its related branches is approximately 88.

The total number of seats available for CS and IT are 240 in Banasthali Vidyapith.
Admission is based on 3 parameters:
1. Your class 12th performance in a board recognised by Vidyapith.
2. Your score at the entrance examination taken by Banasthali Vidyapith.
3. Your personal interview after you have cleared the eligibility criteria and have got the counselling letter.

Yes, you can get admission in B.Tech college without JEE score, but not in every college. Like every government college now has start considering JEE score. Some demmed University and central university conducts their own exams for students to get admission in different branches of B.Tech. Also almost every private colleges and private universities give direct admission and some conduct their own exams to get admission, but some reputed college conduct their own exam and also consider JEE score. Yes, you can do M.Tech in specialisation of computer Science if you are from non CS branch. For this, first of all you would have to SEE particular college computer Science department M.Tech condition, most of college's CS department allowed some non CS branch students to pursue M.Tech from some of their specialisation, but not for every M.Tech specialisation. Example if you got good rank in GATE then IIT Delhi allow non CS branch GATE score to pursue M.Tech in some CS specialisation but not in everyone, also most of college's non CS department has their own some M.Tech CS specialisation like IIT Delhi electrical engineering department

For CSE M.Tech/me programme, IITs and NITs are the best. For that, your son has to qualify the GATE exam with a good rank. Private colleges are more or less same.
