Yes, IP University, Delhi gave admission to Non-residents, but there is a separate cut off of ranks for Non Delhi students.

Now you cannot apply in Delhi University, because registration forms are closed. If you had already filled the registration form, then check the cutoffs of different colleges, and then go to that particular college in which your marks are equal to the cutoff.

Yes, you can join BA. But, your marks id very low you cannot get any good subject combination in BA.
