Dr. MGR Institute would be a better choice. The packages of both the colleges are comparable, but the MGR college would provide a better campus life to you as it has wifi campus and well-equipped auditoriums unlike the MCE college which does not has any of these. Since it is very older than MCE, there is a better alumni network for the college. So, you can get better recommendations when you jump into internships and colleges. If you are getting same branch in both the colleges, than surely Dr MGR is the one you should go to.

Yes, to get admission at Dr MGR Educational and Research Institute for BTech aspirants need to have valid score of AIEEE or MGREEE followed by CSAB counseeling. In order to get admission to BTech full-time course, the student needs to qualify for Class 12 or equivalent with 45% aggregate. Further, in Class12 the Maths/Physics/Chemistry or Biology should be the compulsory subjects.
