First of all, let's about the admission criteria for lateral entry in B.Tech CSE:
Is B.Tech open to lateral entry? -Universities and engineering colleges offer a lateral entry programme that allows students who have completed a 3-year engineering Diploma, a B.Sc. Degree, or an equivalent exam with at least 50% of the marks and Mathematics as a required subject in Class XII to be admitted directly to the second year. Now the fees per year for the next three years is ;
for 1st year : 2,19,000
for 2nd year: 2,29,000
for 3rd year: 2,36,000
Total fees is INR 6,84,000.

You first have to clear JEE Mains, with a good percentile. If you're from outside Delhi quota and aiming for computer engineering then as good as 99.5 percentile. You can have advantage if you have Delhi quota. All the best.

Yes you are eligible for Delhi quota, as it is given on the basis of where you did your schooling from. In your case, your schooling was in Delhi so you will be eligible. If you live in Delhi, and schooling is from outside, then you won't be eligible for quota, so state of school is important.

No you don't need domicile for Delhi quota, your 12th Certificate which shows where you did schooling from is enough. Delhi quota is given on basis of schooling and not on basis of residence. All the best.

Both the colleges are great, NIT Warangal should be given more preference because DTU has 85% state quota, you should go for DTU if your school is in Delhi region. Otherwise, course curriculum and infrastructure of NIT Warangal is better. DTU is better in terms of placements but again, you will not get a preferred branch at the same rank if you are from outside Delhi region.

There is no Diploma in computer Science at DCE, there is M.Tech and B.Tech in CSE. Could you rephrase your question if that's not what you meant?
