The DTU scholarships are comprised of three types of scholarships called Merit-cum-Means Scholarship, Scholarship for SC/ST/OBC students and Scholarship for Minority Communities students. The merit based scholarship is offered to students with high scores in the last qualifying exams while the others are offered to students who can prove that they are recognised their respective categories.

Yes, you qualify for DTU if you received a 60% in your 12th grade.
However, admission is primarily determined by your JEE Main rank rather than your grades.
You have to attend JAC Delhi counseling after JEE.
Therefore, you can get DTU CSE/IT if your JEE score is high.
If your rank is low, you might have to look at other colleges or get a different branch.

DTU is a popular university. The university is popular for its BTech course. The BTech students are placed in top companies. Hence, the ROI of the university is quite good. This is the reason the fee is not felt high. Even if the students feel that they want discount, visit the admission office and ask for scholarships offered by the university.
