Yes BITSAT may be a good option but for VLSI design IIT Madras is considered the best university.

You can try Germany, one of the best and very affordable. You may also check China, Japan, Hong Kong, etc. They are cheap and good ones in this field. See here:

Hi, BITSAT is an engineering entrance exam, for admission in bits and it's affiliated colleges. It has nothing to do with VLSI. VLSI is a different field included in higher studies of EE and ECE students.
