ICT has 70% of seats reserved for state candidates I. e. through CET. And the rest 30% of seats through JEE Mains. At 96.7 percentile, I guess there is a good chance that you get admitted to B.Tech courses. As their cutoff is lower compared to B. Chem. So yes, there is a chance. But note that it also depends on other factors like number of students applying for those 30% seats. If all goes well, SEE you at ICT Mumbai.

It is always troublesome to compare two colleges or institutions. This is so because there are many dynamic issues and it's always the case that one institution is good in some while the other is good in others. Also, different observers can conclude differently based on the same data. In such situations, a student will get more confused than clarified. It's my sincere advice that takes admission whichever of the two gives you at the earliest. Best wishes to you.
