That also depends on your category. For example, if you belong to OC you can't get a medium-level college also because of the CSE branch. And if you belong to BC you can get some medium colleges. It's EE in NIT Rourkela not EEE, and it's definitely more advantageous because it has the top tier college factor with it. You can make career in Qualcomm and other semiconductor companies in EE branch of NIT Rourkela too. Many students get placement in it.

Yeah, definitely you can take admission here. You will be able to make international relations in this college. Also, it's one of the top tier college of India so you will definitely be in a good position here. But if you get better branch in your home NIT(if it's good) then you can better opt that.
