Hello Impana, There are about 40,000 seats approximately in different NIT's. Your percentile is about 71. But rather than only percentile ranking which will be released by NTA in OBC category will be more helpful. There is possibility of getting admission. Yes, I too want to go for IAS as far as I know go for government cllg in Delhi it is best as you can take coaching over there and cllg fee in Delhi university is not too much
