Hi,
No, you cannot appear for JEE Mains Examination if you do not have mathematics as a subject in your class 11 and class 12th. But, if they have studied from PCMB (Physics, Chemistry, Maths, Biology) stream in class 11th and class 12th, then they can appear for JEE Main Exam.

Hi,
No, a 3rd-year student is not considered to be eligible for appearing GATE. Previously, it was allowed even for a 3rd-year student to give the GATE exam. But, from the year 2012 onwards, the third-year students are restricted to give the GATE exam. But the scorecard is still valid for two years.

Yes, there are many students who change their stream after the first year. All you need to do is just write an application to your respective HOD/Director and they can change take a further decision depending on certain criteria.
