According to my point of view, I don't think from government Polytechnic, it will be useful to gain the knowledge of film and video editing.
Film and video editing are completely different spheres of a medium.
If you are eager to learn more about the film and video editing, in the field of film and entertainment, then I'll suggest you to join at some film or media institute.

It is usually a full time course and it is recommended to pursue it through full time mode only if you seriously want a career as a film maker.
