Hello,
Yes, candidate who has passed from the UGC approved university is eligible to apply for all the government. Exams. Although, every exam follows the different eligibility criteria. But, if you are preparing for UGC NET exam, then this exam follows the restrict rules.

No exam is easy to crack. You need to prepare well to clear any exam. Yes, you can relatively compare the difficulty level of exams. Relatively, PSU bank exams are easy. But the competition is too much. So, that makes it difficult to crack. Just prepare well for exams you are targeting.
