Yes, you are eligible, if he has done BCA from a recognized college/University by AIU. Further, BCA is an undergraduate degree, hence you are eligible if meeting the other criteria.

Basically, your class 12th marks don't make a key role in your further career. Do choose your interest course. My suggestion is choose agricultural BA.

Psychology is definitely acceptable, as one of the subjects. It may not pose a big problem for IAS. But, generally, an extensive and intensive study is needed, as it is highly competitive. You can't take a risk. So, select a subject which may be comfortable and then, offer full efforts.

The different government departments announce regular vacancies for Class 10th students seeking government jobs. i.e. Defence, Railways- Railways offers position under Group C & D staff including technical and manual work.
