It all depends on how you prepare for the exams, as UPSC is one of the toughest exams in today's date. If you are interested in becoming an IAS officer, my suggestion for you would be to opt for BA Bachelor of Arts. Their course covers the syllabus required for UPSC, so it will be helpful for you if you are dedicated to do the same.

Yes, distance education is valid for government jobs. For government jobs, selection process is same. So, no partiality is possible. Where only written exams are conducted, you can be rest assured that you are treated like any other regular degree candidates.

After doing your graduation in Aeronautical Engineering branch you can definitely and surely think of appearing for civil services examination for becoming an IAS officer. If you wish to appear for UPSC exam and become an IAS, I would advise you to complete your graduation and not waste your time in taking admissions again. Rather, complete your graduation as discipline of graduation is not very relevant for UPSC exam. Alongside, keep preparing for UPSC.
