It all depends on the following factors:
What is the tattoo? A traditional green mark from childhood? Or a Goth goddess baring her assets rampant on a battle horse? You get the drift? Where is the tattoo? On the inner wrist or palm or forearm like the traditional one mentioned in serial 1 above? Or splayed across the chest or back or arms or legs or elsewhere. You get the drift? The eligibility criteria for NDA exam is as under. NDA Eligibility Criteria 2019 :-
1. Age Limit :- Candidates born not earlier than July 2, 2000, and not later than July 1, 2003. The date of birth should match the date recorded in the matriculation or higher secondary examination certificate. Minimum Age: 16.5 years
Maximum Age: 19.5 years
Marital Status: Only unmarried candidates are eligible to apply for NDA examination.
