It all depends on the following factors:
What is the tattoo? A traditional green mark from childhood? Or a Goth goddess baring her assets rampant on a battle horse? You get the drift? Where is the tattoo? On the inner wrist or palm or forearm like the traditional one mentioned in serial 1 above? Or splayed across the chest or back or arms or legs or elsewhere. You get the drift? The latest Indian Army tattoo policy prohibits any tattoos anywhere on the body. Exceptions, which will be decided by the Medical Officer during the initial medical exam, are tribal or other traditional marks made during childhood. These two must conform strictly with the policy - not visible while wearing a uniform, no offensive marks involving religion, gender, politics, caste, creed, etc. You could look up the policy on the Army website.

The eligibility criteria for NDA exam is as under. NDA Eligibility Criteria 2019 :-
1. Age Limit :- Candidates born not earlier than July 2, 2000, and not later than July 1, 2003. The date of birth should match the date recorded in the matriculation or higher secondary examination certificate. Minimum Age: 16.5 years
Maximum Age: 19.5 years
Marital Status: Only unmarried candidates are eligible to apply for NDA examination.
2. Educational Qualification :- For Army Wing of National Defence Academy - Candidates applying for admission to the Army wing of National Defence Academy should have passed Class 12. For Air Force and Naval Wings of National Defence Academy and for the 10+2 Cadet Entry Scheme at the Indian Naval Academy - The candidates must have passed class 12 with Physics and Mathematics conducted by State Education Board/ University. Candidates appearing in Class 12 or equivalent examination are also eligible to apply for NDA 2019. However, those appearing/ passing class 11 exams are not eligible for the exam. So, your Nephew must have to complete his 12th standard first/Appearing.
