No, you cannot appear for government exams after completing BHM. You can appear for government exams by completing B.Sc H&HA.

You can join Indian Army as Commissioned officer by appearing for CDS examination conducted by UPSC. Once you are in Army then you can volunteer to get trained to become Para Commando.
