Yes, the certificate is valid for all government and private jobs. For getting any government job you need to have the particular skills set and must qualify the eligibility requirement.

Commerce students can apply for only army through NDA. The eligibility criteria is as follows:
The candidate should be an unmarried male citizen of India
Age limit: 16.5-19 yearsMinimum qualification: 12th pass from any stream
For Airforce and Navy the candidate must have physics and maths at 12th which you will not have as you are from commerce. NDA is conducted twice a year by UPSC. Check the website of UPSC at www.upsc.gov.in for more details.
