As you are studying Diploma, just complete it and join B.Tech. After completion of B.Tech, you will be eligible to write UPSC examination and to become an IAS officer. You have to qualify UPSC examination. Wishing you a better luck.

Release of notification on 9th January 2019. Application form is available from 9th January 2019. End date to submit the application is 4th February 2019. Exam date is 21st April 2019. Declaration of result May 2019.

Please refer to the notification as there will be certain age limits for the job, and you will have age relaxation up to 3-6 years based on your category. So, if you are eligible for it, you could go further. Good luck.
