You need to opt for any degree with respect to science or even other streams and later you have to pursue Master's degree. But Master's degree may be optional if you wish to take the exam based on your graduation or else go for Master's degree, then you have to pass with at least 60% as only then you can apply for exams.

To apply for IPS, you only need a UG degree. It can be of any field, Arts, Science or Commerce. I think you should go for BA as you will get lots of time to study and prepare for the IPS exam.

CID- the Police Department job is not that directly related to the percentage you scored in class 12th or even graduation. Remember that there are competitive exams now and the selection tests, both physical tests as well as exams decide whether one will be able to get that job or not. To join CID, which is a wing of the Police, you need to be aware of the openings where these are declared and apply accordingly.
