To become IAS officer, you are required to appear in Civil Services examination conducted by UPSC. The candidate desiring to be IAS must hold a degree of any of recognised University.
Only top candidates in Civil Services examination are able to make it to IAS.

Dear,
Yes, you can do Bachelor degree from any valid and Recognised university through distance mode and prepare yourself for Civil examination.But you should think of any professional degree in Bachelor degree as a plan B if you are not able to crack the Civil examination.
