You will face no problem in appearing for IBPS because you have completed you HSC education from Nepal. You need not worry.

Yes, you can do Bachelor degree from any valid and Recognised university through distance mode and prepare yourself for Civil examination.But you should think of any professional degree in Bachelor degree as a plan B if you are not able to crack the Civil examination.
