No, you have to give retest for the third year then only you will eligible for the fourth year examination if you fail to pass the retest you might have to repeat third year so prepare well for the re examination and the short answer to your question is you can't apply for 4th year examination until you clear the third

Himachal Pradesh University has well-educated faculty. Most of the faculty are PhD and Masters degree holders. HPU Shimla also invites faculty for guest lectures and offer an opportunity to students to interact with some of the best personalities. Himachal Pradesh University maintains 13 hostels: 4 for boys and 9 for girls. These provide accommodations to approx. 972 girls and 567 boys students. All hostels have facilities of mess, internet connectivity through Wi-Fi and LAN, common room equipped with LED TV, current magazines, newspapers and Indoor games.
