Dear Jayaprabha, If you had arrears and you have taken effort to clear it off and now don't have backs then surely you can study ME in a new college. If you haven't completed your BE arrears then you can't take Admissions into ME. Arrears from the past if cleared will not affect your Admissions to higher studies.

Eligibility for M.A. History in IGNOU is that the candidate must have Bachelors degree or higher degree from a recognised university.

Being HSC (Commerce Group) Passed Candidate, you are eligible to pursue BA (History) - three years degree course from a college.
