Hi,
I am sure you must have learnt to cook Indian cuisines during your graduation. I don't think you need to pursue a separate Diploma in cooking again, unless your area of specialization was not kitchen in HM. These days social media has a plethora of knowledge for cooking and flavors. Explore those first and experiment with various spices. If this does not work out, you can certainly consider pursuing a Diploma in cookery.

Maybe, in private college of hotel management but in government IHMs, you are eligible after 12th with English subject.
